In order to encourage for enterprises to invest in agriculture and rural area in An Giang Province, the People's Committee of An Giang province promulged decision No. 37/2014/QD-UBND dated 10 October 2014 on policies of encouraging enterprises to invest in agriculture and rural areas in An Giang Province.

On promulgation of incentive policies for enterprises investing in agriculture and rural areas

in An Giang Province

Pursuant to the Law on Organization of People’s Councils and People’s Committees dated 26 November 2003;

Pursuant to the Law on Promulgation of Legal Documents of People's Councils and People's Committees dated 3 December 2004;

Pursuant to the Law on Investment dated 29 November 2005;

Pursuant to the Decree No. 108/2006/ND-CP dated 22 September 2006 of the Government, providing detail provisions and guidelines for implementation of a number of articles of the Law on Investment;

Pursuant to the Decree No. 210/2013/ND-CP dated 19 December 2013 of the Government, on incentive policies for enterprises investing in agriculture and rural areas;

Pursuant to the Resolution No. 04/2014/NQ-HDND dated 8 July 2014 of the Provincial People’s Council on incentive policies for enterprises investing in agriculture and rural areas in An Giang Province;

At consideration of the proposal from the Department of Planning and Investment at the Proposal No. 545/TTr-SKHDT dated 24 September 2014,

HEREBY DECIDES:

Article 1. Promulgate along with this Decision “Regulation on incentive policies for enterprises investing in agriculture and rural areas in An Giang Province”.

Article 2. This Decision takes effect after 10 days from the date of issuance.

Article 3. Chief of the Provincial People's Committee Secretariat; Director of Department of Planning and Investment; Heads of Provincial Departments, Branches; Chairpersons of District, Town, City People’s Committees and relevant organizations and individuals are responsible for implementing this Decision./.

DECISION

On incentive policies for enterprises investing in agriculture and rural areas in An Giang Province

Chapter 1

 

GENERAL PROVISIONS

Article 1. Governing scope

This regulation prescribes incentive and investment support policies for enterprises investing in agriculture and rural areas in An Giang Province.

Article 2. Applicable entities

1. This regulation is applicable for investors that are enterprises being established and implementing projects in the fields of agriculture and rural areas in An Giang Province in accordance with the law.

2. Relevant agencies, organizations and individuals to the implementation of incentive and investment support policies in accordance with this Regulation.

Article 3. Definitions

1. Enterprise is an economic entity with private name, property, stable head office and business registration in accordance with the law for implementing business activities.

2. Business is the implementation of one, some or all stages of the investment process from manufacturing to consumption of products or supply of services in the market so as to generate profits.

3. Agriculture sector with special investment incentives includes business lines which are prescribed in the Appendix promulgated together with this Regulation.

Article 4. Classification of investment projects

1. Rural area is an administrative area which does not include wards belonging Tan Chau Town, Chau Doc City and Long Xuyen City.

2. Agricultural projects with special investment incentives are projects in the field of agriculture with special investment incentives and are implemented in Tan Chau Town and districts including An Phu, Tinh Bien, Tri Ton, Thoai Son.

3. Agricultural projects with investment incentives are projects in the field of agriculture with special investment incentives and are implemented in a number of districts, including Cho Moi, Phu Tan, Chau Thanh and Chau Phu.

4. Agriculture projects with investment encouragement are projects in the field of agriculture with special investment incentives to be implemented in Long Xuyen City and Chau Doc City.

Article 5. Principles for applying incentives and investment support

1. Investors who build material zones and have stable material production contracts with farmers are given priority to be considered with incentives and investment support.

2. In the same period, if an investor has an investment project with multiple incentives and investment supports, the most beneficial incentive and investment support will be selected.

 

Chapter 2

INCENTIVE AND INVESTMENT SUPPORT POLICIES

 

Section 1

INCENTIVE OF LAND

Article 6. Reduction and exemption of land use charges

1. Investors having agricultural projects with special investment incentives will be exempted with the land use charges for the projects when the land is handed over by the State.

2. Investors having agricultural projects with investment incentives will be reduced with 70% of the land use charges to be submitted to the State Budget for the projects when the land is handed over by the State.

3. Investors having agriculture projects with investment encouragement will be exempted with 50% of the land use charges to be submitted to the State Budget for the projects when the land is handed over by the State.

Article 7. Exemption of land and water surface rents of the State

1. Investors having agricultural projects with special investment incentives:

a) Be exempted with the land and water surface rents from the date on which the projects are completed and come into operation.

b) Be exempted with the land rents for the land area used for constructing houses for workers, planting trees and supplying public services.

2. Investors having agricultural projects with investment incentives:

a) Apply the lowest prices for equivalent types of land in the land tariff issued by the Provincial People’s Committee.

b) Be exempted with the land and water surface rents in the first 15 years from the date on which the projects are completed and come into operation.

c) Be exempted with the land rents for the land area used for constructing houses for workers, planting trees and supplying public services.

3. Investors having agriculture projects with investment encouragement:

a) Apply the lowest prices for equivalent types of land in the land tariff issued by the Provincial People’s Committee.

b) Be exempted with the land and water surface rents in the first 11 years from the date on which the projects are completed and come into operation.

c) Be exempted with the land rents for the land area used for constructing houses for workers, planting trees and supplying public services.

Article 8. Support on land and water surface lease of households and individuals

Investors having agricultural projects with special investment incentives and leasing land or water surface of households and individuals for implementing the investment projects will be supported with 20% of the land and water surface rents in accordance with the regulations on land rent unit price issued by the Provincial People’s Committee in the first 5 years from the date on which the capital construction is completed.

Article 9. Exemption and reduction on land use charges when transforming land use purposes

1. Investors having agricultural projects with special investment incentives which are located in the Province’s planning will be exempted from the land use charges when transforming the land use purposes for implementing the projects.

2. Investors having agricultural projects with investment incentives which are located in the Province’s planning will be reduced with 50% of the land use charges when transforming the land use purposes for implementing the projects.

Section 2

INVESTMENT SUPPORT

Article 10. Support on human resource training, market development and science and technology application

1. Investors having agricultural projects with special investment incentives, investment incentives and investment encouragement will be supported from the State Budget as follows:

a) Support 70% of the expenditure for domestic vocational training. Each laborer is only supported with training once and the supported training period is less than 6 months. The training expenditure shall be in accordance with the current regulations.

In case investors recruit long-term laborers without undergoing vocational training and living in specialized forests to be trained and used to make contribution to protecting the specialized forests, the enterprises will be supported with the direct training expenditure at the enterprises with an amount of VND 3 million/3 months.

b) Be supported with 50% of the expenditure for advertising about the enterprises and their products on the mass media; 50% of the expenditure for participating in domestic trade fairs; be reduced with 50% of the expenditure for accessing market information and service charges from State’s trade promotion agencies.

c) Be supported with 70% of the expenditure for implementing research projects to create new technologies presided to be implemented by the enterprises to implement the projects or purchase technology copyrights for carrying out the projects; be supported with 30% of the total new investment expenditure for implementing trial production projects from the National Science and Technology Development Fund, the Province’s Science and Technology Development Fund and the support capital from the State Budget with the maximum support of less than VND 3 billion/project.

2. The supports mentioned at points a, b of clause 1 of this Article are implemented in accordance with the investment projects. The total support for a project is 10% of the total invested capital for the project and is less than VND 1 billion. In case enterprises do not use the direct support from the State Budget, these supports will be counted in the enterprises’ production costs when settling with the competent State agency.

3. Supports for projects being approved by the competent agencies at point c, clause 1 of this Article will be taken from the National Science and Technology Development Fund and the Province’s Science and Technology Development Fund and the State Budget, with the maximum support of less than VND 3 billion/project.

Article 11. Support for livestock and poultry slaughtering establishments

1. Investors having investment projects on concentrated industrial slaughtering establishments will receive supports from the State Budget as follows:

a) Support on constructing the infrastructure regarding electricity, water, plant, waste treatment and equipment purchase:

 - The slaughtering capacity per day & night of each project of 400 - 500 livestock heads or 4,000 – 5,000 poultry heads or 200 - 250 livestock heads and 2,000 – 2,500 poultry heads: Be supported with VND 2 billion/Project.

- The slaughtering capacity per day & night of each project of 501 - 600 livestock heads or 5,001 – 6,000 poultry heads or 251 - 300 livestock heads and 2,501 – 3,000 poultry heads: Be supported with VND 2.5 billion/project.

- The slaughtering capacity per day & night of each project of over 600 livestock heads or above 6,000 poultry heads or above 300 livestock heads and over 3,000 poultry heads: Be supported with VND 3 billion/project.

b) Support for investment projects in traffic roads, power supply and irrigation supply systems to the fence of the projects:

Projects without traffic roads, power supply system and irrigation supply system to the fence of the projects: Be supported with 70% of the expenditure and no more than VND 5 billion for investing in the construction of above-mentioned items.

2. Investment projects which receive support prescribed at clause 1 of this Article shall ensure the following conditions:

a) The slaughtering capacity per day & night of each project shall be at least 400 livestock heads or 4,000 poultry heads or 200 livestock heads and 2,000 poultry heads.

b) Be located in the concentrated industrial slaughtering planning with approval from the competent State agency or investment approval from the Provincial People’s Committee if the investment location planning has not been approved.

c) Ensure the veterinary hygiene, safety for disease prevention, food safety and environment protection.

d) Investors must use at least 30% of laborers in the province.

Article 12. Support for livestock raising establishments

1. Investors with investment projects on livestock raising establishments will receive support from the State Budget as follows:

a) General support:

- High-yield milk cow raising projects: Be supported with VND 5 billion/project for constructing infrastructure on waste treatment, traffic, power, water, plant, meadow and equipment purchase.

- Remaining projects: Be support with VND 3 billion/project.

b) Support on constructing traffic road, power supply system and irrigation system to the fence of the projects:

For projects which have not had traffic road, power supply system and irrigation system to the fence of the projects: Be supported with 70% of the expenditure and no more than VND 5 billion for investing in the construction of the above-mentioned items.

c) Other supports:

- Projects importing high-yield livestock strain: Be supported with 40% of the expenditure for importing livestock strains.

- Projects on importing breeding milk cows from developed countries for being raised directly by enterprises and scatteredly in households: Support VND 15 million/head (Possibly prepare a separate project).

2. Projects enjoying supports in accordance with regulations at points a, b clause 1 of this Article shall ensure the following conditions:

a) Have a regular concentrated raising scale of 1,000 heads upward for porkers; or from 500 heads upward for buffaloes, cows, goats, sheep; or from 200 heads upward for imported high-yield cows; or from 500 heads upward for high-yield milk cows.

b) Projects belong to the approved planning of the competent State Agency or being approved by the Provincial People’s Committee if the investment location planning has not been approved.

c) Ensure the veterinary hygiene, safety for disease prevention, food safety and environment protection in accordance with legal regulations on veterinary hygiene, food hygiene and environment protection.

d) Investors shall use at least 30% of laborers in the Province.

Article 13. Support for planting medicinal plants and macadamia

1. Contents of support:

a) Establish fields and provide seeds for investors having projects on planning medicinal plants and macadamia with a scale from 50 ha upward: Support VND 15 million/ha.

b) Construct establishments for manufacturing macadamia seedlings with a scale of 500,000 seedlings/year upward: Support 70% of invested capital/premise and no more than VND 2 billion.

2. Investment projects receiving support in accordance with clause 1 of this Article shall ensure the following conditions:

a) Projects belong to the approved planning of the competent State Agency or being approved by the Provincial People’s Committee if the investment location planning has not been approved.

b) Medicinal plants belong to the prioritized and encouraged category by the Ministry of Health in accordance with the Decision No. 1976/QD-TTg dated 30 October 2013 of the Prime Minister on approving the master plan on medicinal plant development through 2020, with orientation to 2030.

c) Investors shall use at least 30% of laborers in the Province.

Article 14. Support for rice, corn, sweet potato and fishery by-product drying establishments

1. Investors with investment projects on rice, corn, sweet potato, fishery by-product drying establishments will receive support of VND 2 billion/project from the State Budget for constructing infrastructure regarding traffic road, power supply system, water supply system, plants and equipment purchase.

2. Investment projects receiving support in accordance with clause 1 of this Article shall ensure the following conditions:

a) The capacity of rice, corn and sweet potato drying establishment must reach a minimum of 150 tons of products/day; fishery by-product drying: at least 50 tons of products/day.

b) Projects belong to the approved planning of the competent State Agency or being approved by the Provincial People’s Committee if the investment location planning has not been approved.

c) Ensure requirements on environment protection in accordance with the Law on Environment Protection.

d) Investors shall use at least 30% of laborers and 60% of rice, corn, sweet potato and fishery by-products of the Province.

Article 15. Support for establishments manufacturing, preserving and processing agro-forestry-fishery products

1. Investors having investment projects on plants or establishments for preserving and processing agro-forestry-fishery products; establishments for manufacturing by-products; manufacturing mechanical equipment for preserving and processing agro-forestry-fishery products will receive support from the State Budget as follows:

a) Construct infrastructure for waste treatment, power supply system, water supply system, plants and equipment purchase in the fence of the projects: Support no more than 60% of the expenditure and the total support is not more than VND 5 billion/project.

b) Expenditure for waste treatment: Support no more than 70% of the expenditure.

 c) Expenditure for transporting products: Support VND 1,500/ton/km in 5 years and give support once after completing the investment, in which:

- The support distance is counted from the place for locating the plants or establishments for preservation and processing to the center of the Province according to the nearest motorway.

- The transported quantity is counted according to the actual capacity of the plants.

d) Support on constructing traffic road, power supply system and irrigation system to the fence of the projects:

  For projects which have not had traffic road, power supply system and irrigation system to the fence of the projects: Be supported with 70% of the expenditure and no more than VND 5 billion for investing in the construction of the above-mentioned items (Possibly prepare a separate project).

2. Projects receiving support as prescribed at clause 1 of this Article shall ensure the following conditions:

a) The value of processed products shall increase at least double compared to the initial raw materials.

b) Ensure food hygiene and safety standards in accordance with the law on food safety and the minimum capacity in accordance with the competent State agency.

c) Projects belong to the approved planning of the competent State Agency or being approved by the Provincial People’s Committee if the investment location planning has not been approved.

d) Ensure requirements on environment protection in accordance with the Law on Environment Protection.

e) Projects do not belong to objects prescribed at Article 14 of this Regulation.

f) Investors having projects on processing and preserving agro-forestry-fishery products shall use at least 30% of laborers and 60% of agro-forestry-fishery materials of the Province.

Article 16. Support mechanism of An Giang Province

1. Support mechanism:

In additional to the investment support mechanism stated at Articles 10, 11, 12, 13, 14, 15, projects which meet conditions stated at point a, clause 2 of this Article also receive investment support as follows:

a) Be given priority on borrowing capital, credit guarantee or initial interest from the Investment and Development Fund, Credit Guarantee Fund for Small and Medium-sized Enterprises and Financial Fund decided to be established by the Province.

b) For projects with the land use scale of at least 4 ha: Support VND 1 billion/project for the investors to make compensation for site clearance or arrangement on land use right transfer. Investors shall have site clearance plan approved by the Provincial People’s Committee. The order for preparing, appraising and approving the site clearance plans shall comply with regulations of the Provincial People’s Committee.

c) Support VND 1 billion/project to invest in class-A wastewater treatment system. This project shall be approved as a project with State-capital use.

2. Support conditions:

a) Investors having investment projects in the field of applying biotechnology or hi-tech in agriculture, forestry and fishery production.

b) Have minimum operation period of 10 years. If the projects terminate their operation prior 10 years, the investors shall return all the initial investment support expenditure to the State.

In case of transferring the investment projects in accordance with the law on investment, the new investors shall inherit all relevant rights and obligations.

Article 17. Application for investment incentives and support, and issuance of decisions on incentives and support

Follow the instructions from the Central Ministries and branches on implementing the Decree No. 210/2013/ND-CP dated 19 December 2013 of the Government on incentive policies for enterprises investing in agriculture rural areas.

Article 18. Capital source and investment support mechanism

1. Capital source for investment support include the selective support from the Central Budget to the Local Budget; integrated capital from project programs and the Provincial Budget, specifically:

- Central Budget’s support: Implement in accordance with instructions from the Ministry of Finance and Ministry of Planning and Investment.

- Provincial Budget: Every year, the Province spends about 2-5% of its budget for implementation.

2. Investment support mechanism:

- The Central Budget needs to support to the project with above VND 2 billion.

- The Provincial Budget supports remaining projects, including projects with over VND 2 billion, but do not belong to the category of enjoying support from the Central Budget.

 

Chapter 3

STATE MANAGEMENT

Article 19. Responsibilities of provincial departments and branches

1. Department of Planning and Investment:

a) Help the Provincial People’s Committee to supervise the implementation of policies to encourage enterprises to invest in agriculture and rural areas in the Province.

b) Summarize the categories, make a detail outline and publicize on the mass media, An Giang province’s website or take appropriate measures to appeal for investments in the fields of agriculture and rural areas in accordance with the approved planning.

c) Implement the advisory task to the Provincial People’s Committee in making decisions on giving investment incentives and support for enterprises investing in agriculture and rural areas in accordance with the applicable regulations.

d) Preside and coordinate with departments, branches and People’s Committees of districts, towns, and cities to give consultancy to the Provincial People’s Committee to submit to the Provincial People’s Council to approve the prioritized category of investments on socio-economic infrastructure so that the Investment and Development Fund makes direct investment and offers loans.

e) Coordinate with the Department of Finance and relevant departments and branches to make plan and arrange the Provincial Budget for implementing this policy.

f) Implement the assigned tasks in accordance with instructions from the Ministry of Planning and Investment and Central Ministries and Branches on deploying the Decree No. 210/2013/ND-CP dated 19 December 2013 of the Government on incentive policies for enterprises investing in agriculture rural areas.

2. Department of Agriculture and Rural Development:

a) Preside and coordinate with departments, branches and People’s Committees of districts, towns and cities to make plan and check the planning on slaughtering of livestock, poultry; raising of livestock in concentrated and industrial orientation; development of main industrial crops, medicinal plants and macadamia in localities with suitable natural and geographical locations; cultivation of fisheries; processing and preserving of agro-forestry-fishery; and planning of the development of hi-tech agricultural areas in the localities.

b) Preside and coordinate with the Department of Science and Technology to establish the Council on appraising, assessing and recognizing new scientific and technological advances of investment projects in the field of agriculture and submit to the Provincial People’s Committee to approve and announce the list of effective investment projects with hi-tech application. Implement the management on quality of agro-forestry and fishery products and conditions on ensuring food hygiene and safety of agro-forestry establishments in accordance with the laws.

c) Preside and coordinate with relevant departments and branches to instruct and implement projects in accordance with a clean development mechanism or in accordance with voluntary yellow credit mechanism for the agricultural sector.

d) Deploy the technical-finance-marketing support plan for products in the Province.

3. Department of Finance:

a) Pursuant to the ability on balancing the advisory budget of the Provincial People’s Committee to arrange expenditure for implementing the investment support policies in accordance with this Regulation.

b) Guide the order and procedures for paying and settling investments; supervise, check and monitor the investment support for investors implementing investment projects in the fields of agriculture and rural areas.

c) Coordinate with relevant agencies to determine the land and water surface rent unit price for each specific project in accordance with the applicable regulations.

d) Coordinate with relevant departments and branches to guide the implementation of the interest support policy from the Province’s budget balance source.

e) Implement the assigned tasks in accordance with the instructions from the Ministry of Finance and the Central Ministries and branches on deploying the Decree No. 210/2013/ND-CP dated 19 December 2013 of the Government on incentive policies for enterprises investing in agriculture rural areas.

4. Department of Natural Resources and Environment:

a) Guide the order and procedures on handing over the land, leasing land and water surface for investors to implement investment projects in the fields of agriculture and rural areas.

b) Instruct on the order and procedure for preparing, appraising and approving support projects in accordance with regulations at points b, c, clause 1 of Articles 16 of this Regulation.

c) Instruct to prepare, appraise and approve environment impact assessment reports in accordance with authority; and check and supervise the environment protection of investors in accordance with regulations of the Law on Environment Protection.

d) Preside and coordinate with relevant units to determine the land and water surface rent unit price for each specific project in accordance with the applicable regulations.

5. Department of Science and Technology:

a) Give consultancy to the Provincial People’s Committee on deploying the preparation of development planning for hi-tech industrial parks in the Province.

b) Instruct investors in the fields of agriculture, forestry and fishery to register and build standards on goods quality; register for brand and trademark protection.

c) Instruct the order, procedures and submit expenditure for supporting the implementation of research projects, transfer and application of scientific-technological advancements and new technologies into the production, processing and preservation of agro-forestry-fishery products with hi-tech applications from the Province’s Science and Technology Development Fund and from the non-business capital sources of science and technology development.

6. Department of Labor, Invalids and Social Affairs:

a) Coordinate with the Department of Agriculture and Rural Development to summarize demands and arrange support expenditure and vocational training for rural laborers to work for investment projects in the fields of agriculture and rural areas in the Province.

b) Guide the order and procedures for supporting vocational training for investors with investment projects in the fields of agriculture and rural areas in the Province.

7. Department of Industry and Trade:

a) Preside and coordinate with departments, branches and People’s Committees of districts, towns, and cities to prepare and check the planning on establishments for manufacturing mechanical equipment for processing and preserving agro-forestry-fishery products; rural markets.

b) Deploy the project on making a policy frame to access, establish and penetrate into the market for key products and advantageous & diverse products of enterprises and people in An Giang into the domestic and overseas distribution system by 2020.

8. Trade and Investment Promotion Center:

a) Preside and coordinate with the relevant departments and branches to organize promotion activities to attract domestic and foreign enterprises to invest in the fields of agriculture and rural areas.

b) Preside and coordinate with relevant departments and branches to organize agricultural fairs with hi-tech application annually; at the same time, give consultancy to the Provincial People’s Committee to support enterprises to participate in trade promotion fairs and exhibitions; search for domestic and foreign markets; and provide information about prices and markets.

9. Department of Taxation:

a) Give instructions and implement incentive regimes on land for investment projects into the fields of agriculture and rural areas in the province.

b) Instruct the order and procedure on exempting and reducing the land use charges, land and water surface rents for investors who implement projects in the fields of agriculture and rural areas.

c) Instruct the order and procedures for accounting investment support items and production costs in case the investors do not use direct support from the State Budget.

d) Coordinate with relevant agencies to determine the land and water surface rent unit price for each specific project in accordance with the applicable regulations.

10. Bank for Investment and Development of Vietnam in Dong Thap – An Giang:

a) Instruct and implement guarantee, lending operations; offer loans or support interest after the investment for investment projects in agriculture and rural areas in accordance with the applicable regulations.

b) Coordinate with the Department of Planning and Investment, Department of Finance and relevant departments and branches to make plan on investment support (invested capital, non-business capital with investment characteristic and non-business capital) every year (including support from the Central Budget) to submit to the Provincial People’s Committee for approval and implementation organization.

c) Publicize the order and procedures for borrowing capital from the Province’s Investment and Development Fund on the Province’s Portal to implement projects in accordance with regulations.

Article 20. Responsibilities of People’s Committees of districts, towns and cities

1. Coordinate with the Department of Agriculture and Rural Development and Department of Industry and Trade in making and checking the planning on slaughtering of livestock, poultry and raising of live-stock on a concentrated industrial scale; development of main industrial crops; medicinal crops; macadamia crop in areas with suitable natural and geographical conditions; cultivation of fisheries; processing and preserving of agro-forestry-fishery products; manufacturing of mechanical equipment for processing and preserving of agro-forestry-fishery products; establishing of rural markets.

2. Coordinate with relevant units to determine the land and water surface rent unit price for each project in the localities under their management in accordance with the applicable regulation.

3. Coordinate with relevant departments and branches to check and speed up investors to deploy projects in accordance with the set schedule. Solve problems under the authority or propose the competent units to solve difficulties or obstacles of investors in districts, towns or cities.

 

Chapter 4

EXECUTION PROVISION

Article 21. Report regime

The Department of Planning and Investment is responsible for summarizing the results on implementation of this Regulation. Make timely proposal to the Provincial People’s Committee on solving difficulties and obstacles in the implementation process.

Every six (06) months, the Department of Planning and Investment prepares a report to submit to the Provincial People’s Committee about the implementation results. 

Article 22. Execution provision

During the implementation process, if there is any difficulty or obstacle, departments, branches and People’s Committees of districts, towns, cities, and relevant individuals/organizations need to timely report to the Department of Planning and Investment to summarize and report to the Provincial People’s Committee for making consideration and giving decisions./.

18. The field of hi-tech agriculture in accordance with regulations of the Prime Minister at the Decision No. 1895/QD-TTg dated 17 December 2012 on approving the Program on hi-tech agriculture development under the national program on hi-tech development through 2020, including:

- Manufacture high-quality, safe and effective agro-products with application of integrated crop management (ICM) and VietGAP with focus on food, foodstuff, fruit and industrial crops.

- Manufacture safe vegetables and high-class flowers in net houses and greenhouses.

- Breed and produce edible mushrooms and medicinal mushrooms on a concentrated basis.

- Manufacture and apply bio-products and kits for disease diagnosis, new-generation fertilizers in cultivation and protection of agricultural crops.

- Manufacture and apply bio-products, feed, vaccines and new kits in husbandry and disease prevention.

- Raise some fishery species on intensive, super-intensive and auto-control basis and treat the environment using advanced technologies.

- Manufacture feed and medicine for preventing diseases for fisheries and hits for quick disease diagnosis on fisheries.

- Manufacture new materials, equipment and construct hydraulic works;

- Construct and expand models applied saving watering technology for some types of agricultural and forestry plants.

- Build and develop automatic or semi-automatically establishments in cultivation (multiply and manufacture seeds of vegetables and flowers), husbandry (pigs, cows, chicken), fisheries (manufacture breeds and intensively farm fish, shrimp)./.
